Un escritor (Ewan McGregor) acepta a regañadientes terminar las memorias del antiguo Primer Ministro británico Adam Lang (Pierce Brosnan), después de que la persona que lo estaba haciendo, que llevaba muchos años como ayudante de Lang, muriera en un accidente. El escritor toma un vuelo para trabajar en el proyecto, en pleno invierno, en una casa junto al mar de una isla en la costa este de Estados Unidos. Sin embargo, al día siguiente de llegar, un antiguo ministro británico del gabinete de Lang acusa a éste de autorizar la captura ilegal de sospechosos de terrorismo y su posterior entrega a la CIA para que los torture, hechos que están considerados como crímenes de guerra. La controversia atrae a periodistas y manifestantes en masa a la mansión de la isla donde se aloja Lang con su mujer, Ruth (Olivia Williams), y su ayudante personal, Amelia Bly (Kim Cattrall).
